"通过这次系统的培训学习,我对监督检查、审查调查和案件审理等核心工作有了更清晰的认识,开展工作的信心也大大增强。" recently, after completing the "standardization, legalization, and regularization of supervision and investigation work" training program in Dao County, Hunan Province, Xiao He, a young staff member from a local discipline inspection and supervision department, shared his insights.
In recent years, the Commission for Discipline Inspection (CDI) in Dao County has consistently prioritized the development of young cadres as a key task. By implementing diverse learning opportunities, innovative mentorship programs, and hands-on practical experiences, they have organized comprehensive training sessions tailored to different levels and categories, effectively enhancing the professional capabilities of young staff members. The goal is to cultivate a corps of young disciplinary inspection officers who are politically steadfast and highly skilled.
In designing the training curriculum, the CDI adheres to the principle of addressing specific needs with targeted solutions. Before each training session on standardization, legalization, and regularization (the "Three Norms"), they conduct in-depth surveys through questionnaires and group discussions, carefully analyzing gaps in knowledge and practical skills among the participants. Based on this analysis, they develop customized course content. So far this year, they have successfully held four specialized training sessions, including workshops on anti-corruption education and case review investigation techniques, covering over 400 discipline inspection officers across the county. These efforts aim to fill knowledge gaps and enhance professional competence.
To support the rapid growth of young cadres, the CDI has implemented a regional "mentorship" program, pairing experienced senior inspectors with younger staff members. This innovative approach involves assigning mentors to guide their protégés through various tasks such as supervision and investigation, case reviews, and信访接待 (public complaints handling). Through hands-on guidance and step-by-step instruction, young cadres gain valuable practical experience. Additionally, the county actively promotes "on-the-job training" by assigning young officers to work on complex cases, grassroots oversight positions, and key巡察 roles, allowing them to face challenges and build resilience in high-pressure environments.
In terms of managing and supervising their cadres, the CDI emphasizes a balanced approach of strict discipline combined with care and support. They have established a regular oversight mechanism to inspect work styles and ethical conduct through random checks. Any苗头性、倾向性 issues are promptly addressed through警示教育 (warning education) or one-on-one talks. Meanwhile, they organize diverse activities such as visits to廉政教育基地 (integrity education bases), screenings of educational films, and writing reflective essays, all designed to help young cadres strengthen their sense of integrity, responsibility, and commitment.
A senior official from the CDI stated, "We will continue to focus on the unique characteristics of young cadres' development, further refine our targeted training methods, and continuously empower them with new skills. Our goal is to foster a team of highly capable disciplinary inspection officers who can be trusted by both the Party and the people, providing a solid talent foundation for the county's anti-corruption efforts and integrity-building initiatives."
